Abstract:
The mission of the Higher Education System is the first one that requires a certain answer to the specific needs of the education and of the individual professional building up, along with the needs of the beneficiary. The Military Higher Education System Institution fulfils these goals, only in terms of satisfying these needs at a quality standard that allows, not only the individual, but also the society, to become performing in a global environment, featured by competition and dynamism. Maintaining this standard is only possible by means of orienting the university activity towards performance, by means of continuously improving the offer and the results. We can obtain a performing management only in the condition of us providing a financial politics, proper to the rational use of resources and drawing new resources, by means of encouraging a responsible attitude of the entire staff.

Abstract:
The analysis of the curricular component addressed to the young officer's graduate cadets, according to the basic course, presents not only elements common to all Application Schools, but also aspects specific to each school. Emphasizing the modalities, meant to set the basis for social command aiming at officers' building up, as part of the Basic Course in the Arm of Communications and Computer Science, majoring in Signals, highlights many aspects among which we should mention: issuing the signal officer's main pattern, the specific weight for the two training modules; the content and educational strategies meant to efficiently achieve the finalities.
This undertaken analysis offered the opportunity to support and notice some disfunctional aspects, present in the signal arm officer's development.

Abstract:
The accomplishment of the reform concerning the Romanian military system has entailed and still organically regards the military education system reform. Within this context and at this level, new approaches have been developed starting with 1995 in order to design and implement a functional system as to meet the European standards, particularly the NATO military ones in the higher military education field.
From this perspective and taking into consideration the military phenomenon evolution, the reliability of the present officer's building up system should be continually assessed in order to provide appropriate landmarks necessary for conceptual reviews and improvement.
The undertaken study focuses on one of the components regarding the professional officer's building up system, applied to the NBC specialist training.

In this context we intend to analyse the didactic projection courses of Logistics from the 2004-2005 series of cadets and we will draw the curriculum proposals for the 2005-2006 series of cadets, meant to: reduce the duration of the instructional process and change the graduate models, so as to accomplish the passage from the multiskilled fighter to the specialized one.

Abstract:
The projecting of the artillery officer's building up process is the result of the specific correlation approaches in the formative field of the evolutions, expressed or supposed in the social-global, military and educational fields. The materialisation of the qualitative progress from the theoretical and practical aspects of the formative process management, obvious in the last few years, imposes assessments and reconsidering in compliance with the achievements of the reference fields.
The building up of the Artillery and Missiles Officer for the Land Forces, is based, projected, developed and assessed, strongly in connection with the Romanian Army necessities marks; with the Romanian Army traditions and dynamics of the military phenomenon and exigencies of the interoperability and compatibility with the N.A.T.O. structures.
The educational curricula in Ioan Voda Application School for Field and Antiaircraft Artillery, in compliance with N.A.T.O. specific army standards, aims at the capabilities and competences building up and not at the content itself. The curricular construction is based on the officer social-professional model, issued by the Land Forces Headquarter.

Abstract:
Our study is part of a complex research programme regarding the officers' building up process and their perfecting in the Land Forces and contains an analysis of the military and specialized training, specific to the officers from Tanks and Auto branches. The analysis is based on the educational ideal of the Application School, a goal of the graduates' ideal and it aims at the means used by the institution to project the educational-training process.
The conclusions of this study will be used in the projecting of a new perfecting process of the specialist competence, that has the officers from the Tank and Auto branches, as beneficiaries.

Abstract:
The Engineer Arm basic course, training officers for their first position which took place at the Application School, has been accomplished by following a curriculum which meets all the requirements concerning the officers' training general finalities from the perspective of subject matters and assigned number of classes. The syllabus of subject matters aims at acquiring specialized knowledge, but the set objectives partially cover the course's general finalities. The eventual failure in projecting the curricular documents can be overcome by either the educational experience provided by the Application School or by every teacher's professional ability.

The reform and modernization in the military field were the main action directions of the Land Forces Headquarter in the period before the NATO adhering.
Therefore, starting with 2002, the military education system in the Land Forces met the priority and essential structural transformations meant to provide the quality and efficiency of the building up, specializing and perfecting process of the active and retired military personnel; this process is in compliance with the general and operational goals of the national educational curricula and of the NATO structures interoperability accomplishing requests.

Abstract:
More than half of Romania's population use mobile phone services, the need for cellular base station emission measurements becoming obvious. Following European standards and rules implemented in this country,the present paper focused on compliance testing of radiofrequency exposure of general public due to mobile communication in GSM standard. A number of seven sensitive urban locations in the area of one city were chosen for evaluation, and another extra-urban one, allowing also refinement of the methodology and expertise in the view of further measurement campaigns. The frequency selective method was used by means of software controlled R&S TS-EMF system. Peak and average E-field values were obtained with known uncertainty limits and especially the temporal variation of the exposure was followed. All the measured field values were far bellow the reference levels stated by ICNIRP. Present results cannot support a general conclusion regarding population exposure, due to the restricted number of measured locations. Also the complete total quotient of exposure due to whole radiofrequency spectrum was not evaluated.
13. A Theoretical Analysis of Possible Correlation Between Electrical and Gravitational Interactions

Abstract:
The paper starts from the analysis of the actual justification of the separation existing between electrical and gravitational forces, despite the fact that electrical charge may act, according to Coulomb, to infinite distances, as the gravitational forces do. The existing justification is that the neutral bodies do not present any interaction force at significant distances between them. The paper shows that the dipole interaction force subsists even at long r distances, but depends on a term in (r-4) or greater, while the gravitational force depends on (r-2). In order to obtain the principal term in (r-2), for dipole force as well,, it was necessary to consider a correction of the Coulomb law with a series of new terms. With the corrected Coulomb law, for dipole force, a law having the principal term in (r-2) results as the gravitation force. Numerical checking showed a good agreement between the two laws for very large astronomical distances. This is the confirmation that the Newtonian gravitational force is accountable by electrical dipole forces given by the corrected Coulomb law.
14. The Automatically Learned Partitioning of Patterns in a Digital Image

Abstract:
This paper presents a method for detecting artificial objects (military targets) by combining the outputs of a set of log-Gabor filters using artificial neural networks. The system is able to automatically process frequency content of an image and to extract features -- visual patterns -- that have a high degree of correlation in the statistical structure across frequency bands. We present some results using a filtering technique for the automatically learned partitioning of patterns in a digital image.
15. The Advanced Distributed Learning Platform Capabilities in the Romanian Army Education and Training System

Abstract:
Setting the foundation of ADL is considered to be an important part of the process meant to develop Romanian Armed Forces Capabilities.
The implementations of these capabilities and of the information technology represents a vital tool which will enable the improvement of the military education and of the combat training.
In the incipient stage, the proposed project aims at establishing a learning management system (LMS), including a Learning Content Management System (LCMS), which represents the core of ADL capabilities. This stage will be brought to an end by means of drawing up the task booklet containing the military environment adapted system description. The second stage focuses on adapting the related international standards and the High Level Architectures (HLA).
The adoption of SCORM 2004 standard (Sharable Content Object Reference Model), defining a Content Aggregation Model and a Simulated Environment will provide the interoperability, accessibility and information reutilization. This reference model will also provide the coordination and implementation of this new technology.
The third stage will concentrate on investigating web-pedagogy related didactic methods, accomplishing and developing the educational content. This stage will set the virtual library and will deliver educational content accomplished by the team members.
The final stage will aim at accomplishing the Pilot Centre, as a central concept, which in time will enable the projection of ADL towards other locations or users within the Romanian Army.
Through the proposed project, the military personnel will gain access to a high quality modern educational system, especially conceived to meet the specific requirements and to be available anytime and anywhere at minimum costs.

Due to fluctuations in water level, the most usual and damaging natural hazard is flooding. The high flow of water overtopping the natural or artificial banks of the river or coast of the sea is not a hazard as long as it does not endanger the life and property of the population. On the contrary, this natural phenomenon is a resource, a vital and increasingly scarce resource of mankind.
Risk-based civil emergency planning requires the definition of some basic concepts. The article deals with this problematics, reflecting rather the personal opinion of the author without an official system of definitions.

The communication represents the premise in order to exercise the management activity and the management process functions. Only by means of an efficient communication are the planning and programming, the coordination and control, the motivation, consulting and active participation of the organization members possible, in order to accomplish the aimed goals. Every single moment belonging to the organization activity is based on the efficient communication, as a modality to focus and correlate the efforts.
