IDENTIFYNG PRODUCTION CAPACITY OF FOOD INDUSTRIES AIMING AT FINDING
OUT THEIR MISSING LINK

ABSTRACT
The existence of economic organizations and the very growing number of such organizations are witnesses to human civilization. Lack of the dependent industries of one product in one area is a key factor to increase the product cost. The main aim of this survey is to study and recognize the production capacity of food industries aiming at identifying the missing link of such an industry in Golestan province, Iran.
This research is a descriptive one 165 members in dairy product companies in Golestan province were selected as a sample of study. The data were first collected by the distributed questionnaire among the above mentioned sample. Such a study was done on the basis of the 6th hypothesis. The obtained results of the 5 first hypotheses have shown that dairy product companies faced some limitation and restriction regarding supplying the raw materials. And also the results obtained on the last hypothesis showed that dairy products, oil, spaghetti, animal food and non-alcoholic drink companies had the ability to form an industrial cluster to supply the raw materials for their wrapping – up.

UBIQUITOUS COMPUTING FOR NCW: NETWORK CENTRIC WARFARE

ABSTRACT
This paper addresses a ubiquitous middleware which provides semantic military service based on context-awareness in network centric warfare (NCW).
First, we present its architecture and then, describe its applications. It consists of two layers: Context-aware Computing Layer and Ubiquitous Core Computing Layer. The former offers the context inferred from the raw sensed data, and the latter finds and executes automatic military services based on the inferred contexts in order to provide an intelligent automatic military operation environment. We shall show that the proposed middleware allows us to execute automatic military operations by providing a decision support system using context-awareness service in ubiquitous computing for various military applications.
ISSUES REGARDING THE PRESS IN THE PENAL

ABSTRACT
Researching provisions of the penal and criminal procedure codes brings a plus of information in the area of press history, showing the legal circumstances within which Romanian press worked during modern Romania’s development. The similarity of the legal solutions, the preservation of some delinquencies, their disappearance or modification in time show the way the society understood the presented risk extent.
Provisions of the Penal Code in effect always included a set of delinquencies applied directly to press. The present study presents the evolution in time of the legal system applied to this domain from 1866 until 1937.

THE ARMY, A FUNDAMENTAL INSTITUTION FOR THE DESTINY
OF THE ROMANIAN SOCIETY, AS PRESENTED IN TRANSILVANIA REVUE

ABSTRACT
Transilvania revue represented one of the most important magazines in Romania, where a lot of problems of the Romanian culture were debated during the years. A distinctive and very important moment was represented by the early years, 1868-1889, when, under the guidance of the editor George Baritiu, one of the first literary and scientific military creations were issued and published in the revue. The Army, as a fundamental institution of the Romanian nation, and the deeply-favorable reception by the editor-in –chief ensured the development of a specific publishing strategy, through which, military phenomena, processes and acts of the Romanian soldier and of the Romanian Army were brought to light in the pages of the revue. Although we can find here some awkwardness, errors and a lack of scientific apparatus of some papers that deal with the military domain, most of these are important achievements, which contributed to the development of military science and of the national cultural patrimony. We must notice not only the translations, the regulations and the military instructions, but also some papers dealing with specific aspects of the Romanian Army.

The development of the information and communication systems has created the perfect environment for a better understanding of the market and of the consumer. The fast moving economy and the strong competition in this global market has forced the companies and the managers to create new tools in order to keep up the pace in this ever changing environment.
This paper aims to present a new tool for the managers in order to develop a better understanding of their company and of the market. The balance scorecard is a strategic performance management tool that aids the managers to better set up their companies. This paper presents a several aspects with regard to the concept of balance scorecard, its processes, and the perspectives of this measuring tool: learning and growth, the consumer, the business process and the financial aspect. We also present the nine steps that a company must take in order to have an effective implementation process of this system.
ECONOMIC-FINANCIAL DELINQUENCY: FINANCING SOURCE OF TERRORISM

The paper presents an overall perspective on the existing links between the “criminal” side of the economic and financial environment and the terrorist organizations, contributing to the clarification of specific aspects having a great impact on the financial and security departments.
Based on the information provided by the speciality literature, the concerned legislation and the data made public by certain national and international institutions, the main causes of the phenomenon are being stressed and certain measures of preventing and decreasing the economic and social effects are highlighted. The conclusion is that, once with the ingenuity’s increasing of the ones that act in the field and with the continuous diversification of such activities, the overall business environment and the economy’s “state of health” is being severely affected. The dimension and consequences imply the improvement of international and national control systems of economic-financial transactions and the compliance with the specific legal framework.

ABSTRACT
All current geostrategical studies indicate that the possibility of a war taking place on a continental scale has considerably decreased, whereas local armed confrontations as phenomena are more likely to occur, resulting from the dissolution of multinational states. The latter can simultaneously and successively engage other states as well. Scientific and technological advancements have generated equally rapid applications in the field of armed confrontation, the new IT possibilities being applied to enable non-conventional threat strategies to achieve greater effects. Therefore, we become increasingly aware both of IT threats and of their components and effects, with elements such as: hostile information actions, disinformation; imagological aggressions; cultural penetration; psychological and ideological aggressions.

ABSTRACT
In order to test the ability of laboratories to detect and identify chemicals related to the Chemical Weapons Convention (CWC), which prohibits the development, production, stockpiling and use of chemical weapons, and to designate laboratories for this task, the Technical Secretariat of the Organization for the Prohibition of Chemical Weapons (OPCW) organizes proficiency tests.
The 25th Official OPCW Proficiency Test (PT) was organized by the Technical Secretariat in the period from 24 April 2009 to 23 May 2009. Two laboratories offered to assist the Secretariat in conducting the 25th PT: Spiez Laboratory, Switzerland assisted in preparing the test samples and Centre d’Etudes du Bouchet, Laboratoire d’analyses Chimiques, France in evaluating the test results.
This paper describes the conduct of such a test at the Chemical Analysis and Testing Laboratory in Bucharest. The analytical strategies and procedures that resulted in the unambiguous identification in the test samples of chemicals related to the CWC are discussed.

It is unanimously admitted that, professional satisfaction can be achieved only in close connection with specialized work and it’s results, therefore, in an organizational frame; as for professional satisfaction in the field of education, it can only be analyzed within the private and public educational structures.
However, two fundamental questions arouse: ‘What is an educational institution?’, ‘Can it be defined as an organization?’, whose answers allow us to establish correlations between professional satisfaction and organizational culture, viewed as interdependent.

Initially, three fundamental domains in which the adolescent comes into contact with the requirements of society were identified in the process of the forming of personal identity: the occupational domain, the ideological domain and the sexual one. Erikson considers that the occupational identity is the most difficult to acquire due to the pressure experienced by the adolescent for discovering his/her own vocation and relating to which he has to make certain decisions. The present article analyzes three models of taking decisions regarding the career: the PIC- Prescreening model, the In-depth exploration, Choice, advocated by Itay, the model of Super and that of Ginzberg.

We live in a world of change, in a world of search, in a world where everything is fluid, relative, with uncertain evolution and nothing can determine us to think the contrary. The change is a fact of the existence, is omnipresent and non-linear: we are the witnesses of both the spectacular developments and uncertain steps.
Meanwhile, we live in a society of the organisations, in a society where, as in the world we belong to, everything transforms, everything changes: the man, the groups, the organisations, the institutions, the technology, the way of fighting, etc. and the military organisations are no exception – they have to meet the requirements of the modern military phenomenon.
Therefore, to be always on top, they reconsider and adapt permanently all their dimensions.
THE MANDATORY PENSION FUNDS MANAGED BY PRIVATE STRUCTURES –
A VIABLE ALTERNATIVE TO THE PUBLIC PENSION SYSTEM

ABSTRACT
PThe system of pensions, to which the active population can adhere, has three components: the public pension (pylon I), the mandatory private pension (pylon II) and the facultative private pension (pylon III). In the present economic and social conditions, meaning: the ageing of the population, the increase of the costs supported by the elders, the private management of accumulation and investment fund type will offer efficiencies superior to the sums made available by the budget for the sustainment of the expenses with pensions in the type of system „PAY-AS-YOU-GO”. This system, representing pylon I, can be imposed by legislation or can be of the defined benefit type. The II-nd pylon includes the occupational provisions for pensions managed by independent or affiliated through contracts pension funds, by a life insurances group and even by companies. The III-rd pylon consists in individual, voluntary economies, managed by assurance companies, mutual funds, investment societies or individuals. The II-nd and III-rd pylon are pre-funded funds and have the advantage that they encouraged the private savings for the retirement period.

USING OF THE FINITE ELEMENT METHOD IN EXTERIOR BALLISTICS

ABSTRACT
This paper presents some theoretical and practical aspects regarding finite element method (FEM) applied in exterior ballistics. Using of this modern calculus method - well known for structural analysis, fluid flow, heat flow, magnetic and others types of analysis - allows us to solve many aspects of exterior ballistics, specially geometric and cinematic characteristics of the projectile moving.
Next to it, the corrections due to atmosphere factors (wind, temperature) or firing from mobile platforms can also be easily calculated.
Finite element model – presented in this paper - takes into account the initial velocity and the mass of the projectile, the firing angle, gravidity acceleration and the air resistance. This force is initially calculated for different velocities inside the velocity range of the considered projectile, using an external flow analysis. Of course, finite element method and a professional code are used.
For exterior ballistics calculus a nonlinear dynamic analysis is performed using only one finite element. For each time step (usually 0.001 or 0.01 seconds) the aerodynamic drag force is calculated, the velocity and the new position of the projectile are also calculated. So, no aerodynamic drag coefficient is necessary. As aerodynamic drag coefficient is concerned, the proposed method allows us to calculate it for each projectile and this can be easily represented versus velocity.
The paper presents calculus results about all these aspects and by comparing with experimental results, we can establish a much closed concordance. Any professional finite element code can be used (with some special options that usually are available), that offers the possibility of dynamic nonlinear analysis, getting the solution by direct integration and using of the available command language

NATIONAL VALUES AND INTERESTS WITHIN PRESENT SECURITY ENVIRONMENT

ABSTRACT
The present international context is influenced by the abstruse alterations of the global security architectures, which impose new responsibilities and which also generates complex challenges. On the international scene, there are and there have been reassessed new actors, which led to a strong development of the states’ interdependency. Still, the proficient in the filed believe that “…national state always has and always will be the most important player of the contemporary world”.
The security providing and the states’ defence may be assessed as accomplished if and only if it does not involve the sacrifice of the friendly interests in favour of another state, state group or any other international bodies.

MULTILINGUALISM AND ECONOMIC DEVELOPMENT

ABSTRACT
Our paper is on the linguistic future of the United Europe considering two important theories: that of multilingualism and on the other hand, that of a lingua franca. The two theories have several supporters but, for the moment, neither of the two theories has prevailed.
This paper intends to discuss the idea that, in a democratic Europe, all the peoples should be able to communicate among each other, regardless the channel of communication. Globalization of economic changes involves the risk of language and cultural standardization. The European Union is in opposition to this idea, suggesting a multilingual model, based on the consideration of the diversity.
Higher education has to play an important part in the cross-cultural preparation of the younger generation and give them the linguistic background for international communication. We are trying to present in the present paper, some means of developing the multi-linguistic skills of the students and, educate them as European citizens.

ABSTRACT
Knowledge represents the key concept to explain the increasing velocity of the transformation of social life in general and the way businesses and social institutions work in particular. At the same time, knowledge is elusive, especially in large organizations, inconsistent, unripe, and lost in information. More than that, employees’ roles and their relationships to organizations are changing dramatically as information or knowledge workers replace industrial workers. Information technologies have triggered most of these changes. The authors approach business organizations from a knowledge perspective, underlying the opportunities and the challenges that the advances of information and communication technologies bring for knowledge management and knowledge-based decision support systems. The paper stresses upon the importance of technology acceptance and of users’ motivation as factors that sustain successful collection and reuse of know-how within and among organizations.
PUBLIC ORDER MANAGEMENT FROM THE PERSPECTIVE OF THE ROMANIAN STATE

ABSTRACT
For the strategic command and control structures with a role in the coordination of public order activity on areas of a few counties or even the whole national territory,- without ignoring the legal frame, – the analysis of the risk, threat or danger factors has to be done from the perspective of the dialectics „social climate – public order measures”, an analytical study which clearly stipulates the intensification of public order effort as the social crisis is being tackled. This dialectics can be illustrated as follows: „normal social climate – maintenance of public order”, „emergency situation — safeguarding of public order” and „emergency situation -- restoration of public order”. This is the scientific basis that underpins an analytical approach to a crisis situation at the strategic level of command and control of public order forces.
