International scientific conference organized by the University of Defence in Brno, Czech Republic
On the basis of a solid partnership established between the "Nicolae Balcescu" Land Forces Academy and the University of Defence in Brno, Czech Republic, the rector of the Academy of Sibiu, BG Prof. Eng. Ghita BARSAN, PhD, together with the vice-rector for scientific research, COL Vasile CARUTASU, PhD, are participating in the international scientific conference organized by the Czech partner.
The event has been welcomed with special interest by teachers and scientific researchers from Europe and from other parts of the world. The official opening of the conference offered the rector of Sibiu the opportunity to give a special speech to the participants, as one can see from the following lines:

Ladies and gentlemen, I am both honoured and delighted to be with you today to participate in the opening of this remarkable InterI’ll not tell you about strategic importance of the Black sea region for the European security, you will find it in the conference volume. I’ll tell you about a great strategic partnership – the partnership between University of Defence from Brno and Land Forces Academy from Sibiu.
I believe that the principle of solidarity and true partnership amongst higher military education institutions is crucial for education and training in all fields that encourage an understanding of global issues. The practice of multilingualism, faculty and students exchange programmes and institutional linkage to promote intellectual and scientific co-operation should be an integral part of all higher European education system.
Now that I underlined the importance of partnerships I will tell you that the Czech University of Defence represents for my academy and for me the best practice in internationalization military institution in European higher education framework.
Now, I’m thinking to prof. Rudolf Urban who planned with us a great partnership and transferred all ideas to the new rector gen. Prykril, who continues and improves this special relationship between our acadeemies. Thank you prof Urban, thank you gen Prykil for the chance and privilege to stay close to you. Great team, big plans!
I’m thinking to prof. Aless Komar, which was an important member of the evaluation team in Romanian national accreditation process in 2010. Prof. Ales Komar, Land Forces Academy was also evaluated by European Universities Association who confirmed the higher degree rank awarded by Romanian Agency of Quality in higher education. Thank you.
I want also to thanks col. Hockner – the dean of management and economic faculty, for the good cooperation regarding the mobilities of students and teachings staff. You opened your faculty and all Romanian students will remember that. I am confident that we will continue our cooperation under the new ERASMUS programme and both universities will, as before, greatly benefit from this experience.
We welcomed your representatives in our annual Knowledge Based Organization International Conference – ISI indexed, we exchanged researchers, teaching staff and students within the ERASMUS programme and all these have helped constructing a common platform to share ideas and create an international military community.
Solidarity, recognition and mutual support, true partnership that equitably serves the interests of the partners and the value of sharing knowledge and know-how, govern relationships among our institutions. Henceforth, partnership, based on common interest, mutual respect and credibility, will most definitely continue. This means for me SMART DEFENCE in educational field.
I value and greatly appreciate our strategic partnership, as well as your openness and willingness to cooperate with the Romanian Land Forces Academy. I strongly believe that the best is yet to come and that future holds a lot of mutually beneficial opportunities.
I congratulate the University of Defence on the organization of this outstanding International Conference and I wish you all — us all — the very best for a most successful meeting.
Thank you, University of Defence from Brno, good luck to all participants at International Conference 2013. The scientific conference was divided into seven sections: military science, security and international relations, management and economics, law and public administration, social sciences, fundamental sciences and techniques, and foreign languages.
237 Bachelor’s degree and Master’s degree students from Romania, Bulgaria and the Czech Republic participated in the event, with 180 scientific papers.
After the opening ceremony, which took place in the Event Hall of the Academy, participants presented the result of their research findings, studies, and experiences, each of them striving to assimilate as much information as possible, and to convince the others about the importance and quality of his / her work, exchanging experiences, ideas and establishing friendly relations.
On the same occasion, the "Nicolae Balcescu" Land Forces Academy organized two workshops for Master’s degree students, with the topics "Static and Mechanical Modeling of Mechanical Structures" and "Operational Environment Analysis from the Perspective of the Concept of Security". An exhibition of equipment for the simulation of military operations, organized with the assistance of specialists from the "DACICA" Land Forces Combat Training Centre, particularly aroused the participants’ interest.
The most valuable papers presented within each section were rewarded at the end of the event.
