THE HUMAN SECURITY IN THE INFORMATION AGE

ABSTRACT
The development of the digital telecommunications and the fast dissemination of the Internet are quickly enhancing the speed and the reach of critical information. This makes more likely the occurrence of butterfly effect-like phenomena, a well-known metaphor used to mean that a small change in a specific spot of a large, complex system can cause considerable effects at places located very far from the source, being hard to predict how, when and where those effects would occur. The advent of the weblogs (or blogs), the introduction of the worldwide social networks, such as Twitter and Facebook, and the birth of dedicated intelligence sites like WikiLeaks – a non-profit media organization allegedly devoted to publish fact-based materials with ethical, political and historical interest, while keeping their sources anonymous – created a condition that can cause deep effects in the human security, in such a way that is similar to the butterfly effect. This paper is an attempt to characterize the current condition of the world in what to the human security concerns and to point out some of the possible consequences on it due to this new informational condition.

ABSTRACT
The European Security Strategy is the policy document that guides the European Union’s international security strategy. Its headline reads: “A Secure Europe in a Better World”. The document was approved by the European Council held in Brussels on 12 December 2003 and drafted under the responsibilities of the EU High Representative for Common Foreign and Security Policy CFSP, Javier Solana. With the emergence of the ESDP, it is the first time that Europe has formulated a joint security strategy. The document starts out with the declaration that “Europe has never been so prosperous, so secure nor so free”. Its conclusion is that “The world is full of new dangers and opportunities”.
The Strategy argues that in order to ensure security for Europe in a globalising world, multilateral cooperation within Europe and abroad is to be the imperative, because “no single nation is able to tackle today's complex challenges”. As such the European Security Strategy identifies a string of key threats Europe needs to deal with: terrorism, proliferation of weapons of mass destruction, regional conflict, failed states, and organized crime. This strategy was supplemented by the Internal Security Strategy for the European Union from 2010.

ABSTRACT
An analysis of the data provided by the multinational operations in which the Romanian troops have taken part since 1990s has led to the growing importance of developing and displaying intercultural skills of the highest order in successfully executed joint military operations.
The latest research studies point to the close relationship between good intercultural skills and the successful completion of a military mission, to the influence exerted by intercultural awareness on the performance of a unit and on the outcome of a mission.
The importance of English language training for the military has grown enormously in the last decade. This growth is largely the result of two factors: the changing role of the military and the changes in defence relations.
The paper underlines the fact that a few lessons focusing on the cultural differences to be expected when serving overseas are simply not enough and that intercultural awareness training should be taken seriously, if missions are, ultimately, to be successful.

ABSTRACT
The complexity and dynamics of cross-border crime have printed a rapidly developing and diversifying the means and methods of international cooperation to combat the phenomenon. Thus, each state is now seeking to redefine its mission and objectives in this area and their projections into the Euro-Atlantic area of cooperation.
Europe is currently undergoing a complex process of transformation in all areas, including the fight against organized crime, which must determine the risks they face and the type of response to be posed. In this context, the emphasis is on programs directed to all Member States to improve security and on the identification through cooperation and dialogue, of the most effective tools in this area.

During the reign of Alexandru Ioan Cuza, in adopting the Civil Code, Criminal Code, Civil Procedure Code and Criminal Procedure Code was created, in general bourgeois legal system, legal framework necessary for the development of the most modern legislation, were introduced rules and legal institutions of the most advanced, Romania is among countries with the most modern legislation of the time. On 30 November 1864 was enacted "Criminal Codex" which had as main sources of the Prussian Penal Code and the 1851 French Penal Code in 1810.

ABSTRACT
This article highlights the important role that human factor has in the rise of contemporary organizations. Emphasis is placed both on diversity and innovation by framing enterprise personnel in positions that gives the holder high responsibilities as well as on the selection process by customizing the selection process through which it desires to highlight outstanding leadership skills present in an employee. It also stresses the importance of career plans and the time allocated to their development. This is to anticipate future positions that a successful human resources policy product can access. Performance is not simply the result of personal efficacy, and excellent results can not be obtained without the help of others, and that is why organizational success should not be neglected if we want to speak about promotion.
Aside from illustrating the potential lack of attention problems and low concern about promoting the organization's own employees, we can see that the trends for promoting human resources follow a pattern based on the qualities and skills of employees.

ABSTRACT
The worsening of the economic context, in the first half of 2010, has led to the diminishment of subscribed gross premiums in the case of most of the social insurances’ classes. Companies in the insurance industry have lately focused their business on those classes of insurance able to ensure their income, respectively CASCO (hull land transport vehicles insurance) insurance, RCA (motor vehicle liability insurance) and fire and natural disasters insurance. Thus, many companies have found new solutions and created new businesses oriented on two components: production and investment. In order to avoid risks, some companies have chosen to invest in governmental and non-governmental bonds, in state securities and in treasury bills, increasing at the same time the number of their clients. By offering incentives to clients, the companies that have opted for life insurance and health insurance enrolled on an upward trend, both because of the market’s impact and the amendment of some provisions of the Insurance Supervisory Commission’s Orders. The evolution of insurance market is dependent on the trend the Romanian economy will enter, an upward trend being recorded in 2011 in the case of property and RCA type insurances. Receiving the EU membership, the entry of international financial groups onto the market through acquisitions, and changing the regulations have had an impact on how the reserves are made in the insurance industry.

Criminal responsibility, the most severe forms of legal liability is a key institution of criminal law and along with crime institution and punishment institution forms the basic components of the whole system of criminal law, as a consequence of failure to comply with the legal norm of criminal law. The rapid development of environmental law has brought into focus the inadequacy and ineffectiveness of recommendation rules in this area, and also civil liability and contravention liability forms. In this paper we propose to analyze criminal liability in environmental law which, unlike traditional criminal liability, involves some peculiarities.

ABSTRACT
In this paper we present a mathematical model of the acceptability of conditions for the participation of human resources (particularly students, teachers, etc.) in planned actions (programs at DAY form of education, reduced frequency-RF or distance learning DL) and the preference for some form of study: DAY, DL or RF. The idea of a probabilistic model of forecast of this rank, consists in evaluating the probabilities of the human resources participation in a certain action. The model allows a forecasting of higher quality on the participation to different actions. Also, the information obtained from the analysis of the mathematical model we will show that they can be refined, supplemented with details obtained by statistical analysis with SPSS 16 software. The combination of the two types of information by mathematical modeling and data analysis with a particular soft is very useful to the managers of some organizations, to the different decision-makers, in setting the strategies of the organization they belong to.

ABSTRACT
The millennium desired fighter trained in a knowledge society can not be achieved except through the modelling and simulation of military actions. Our model (program) is intended to be a response to the current concerns of Romanian military training: the capacity to respond to powerful modern battlefield missions and the need to cooperate on the tactical level with other military structures of NATO. The project aims to adapt and generalize analytic models and prove their proper integration in military training, methodologies and procedures for implementation and evaluation of military capabilities, balance of forces and trends analysis, by implementing a software modelling - simulation based on specialized computer languages. The development and implementation of a training model helps real-time assessment of military capabilities and the optimal achievement of new types of missions. The training efficiency of the Land Forces subunits in the modern tactical field must be based on the adaptation and integration of analytical models for the combat actions of group struggle (Lancester.)
NUMERICAL MODELING AND SIMULATION OF BLAST WAVE MITIGATION BY WATER

ABSTRACT
The protection systems designed to mitigate blast wave effects are absolutely necessary against terrorist threats. A computer simulation of the blast wave mitigation by water has been conducted using the AUTODYN-2D hydrocode. To study the influence of the water layer thickness it’s used an Arbitrary Lagrange Euler (ALE) finite element method. The numerical simulation shows that the peak overpressure of the blast wave can be reduced by as much as 99%.

ABSTRACT
The focus of this article is utilizing photovoltaic cells to reduce the dependence of military logistical support on traditional energy requirements. The paper compares four different countries and sets conditions and selected limitations for base building-up. This method of cutting down the dependence of military forces on traditional energy supplies could significantly influenced main demands for military bases.
Czech armed forces have a brand new experience with the abolition of Sajkovac, military base in Kosovo. It was the biggest Czech military base in modern warfare. Fuels and oils leaks of generators caused a lot of ecological accidents, which should be despatched and paid. It could be convincing argument for due consideration of alternative source, solar energy in this case. The article compares distances between objects of base in different areas of operations.

In the formation activity of the human resources, the organization’s management has to take decisions regarding the managing of certain risks of nature to conduct to the optimization of the formation objectives. The method of linear programming is a strong tool which can support the managers in solving some problems of risks modeling. The subject of the article treats the modeling and simulating of some risks in the formation of human resources in Police, by applying the mathematical tools offered by the method of linear programming and of risks quantification by applying these and the informatical product WinQSB.
