Abstract
Individuals also develop, in different social situations, specialized attitudes and behaviours, which are the result and the expression of the outlined decisions made through procedures of analysis and assessment of he pressures individually received or intercepted at social organisations level. In other words, information processes horizons which help one distinguish individuals’ capacities of action within the social organisations’.
ASPECTS ON INFORMATION WAR WITHIN ARMED CONFLICTS

The information war issue is not a new one, but it got a new set of means, procedures and knowledge to influence the human behavior and conscious. Abstract
The roles specific to the officer profession are complex and entail not only the individual’s adaptation to the exigencies of the highly standardized organizational environment by adjusting one’s behaviour to the pressure brought by the need to observe regulations and accept the restrictions of the military environment but also one’s capacity to efficiently exercise leadership, which implies taking up roles in a creative manner.
The behaviour of an organization’s members bears two contradictory aspects in general, tendencies to be found in the military organization, as well.
The first one is conformism which means more than merely accepting norms and values without understanding or internalizing them into one’s own structure. It is the process through which the human being, by understanding the norms and evaluating them in his/her own terms turns them into new behaviours and attitudes, in perfect harmony with the already existing ones.
The second tendency is to manifest the creative potentialities on one’s own. These members are considered to adhere to the values, norms and rules of the organization, but at the same time to accept new ideas and promote them if they prove to be more efficient.
One may ask oneself whether it is possible for the two variables to be simultaneously developed so that the two functional exigencies could become complementary and mutually reinforcing.
This is why, the study on the correlation between the future military leaders’ capacity to comply and to build up may be seen as a scientific rigorous fundamental principle of the officers’ training projection structure and of their professional career development.
The hypothesis that we advanced, relative to the positive evolution compatibility of social compliance, on the one hand, and of the building-up capacity development, on the other hand, is outlined within the study that we have performed during the last three years and which relies on a determined scientific sample. By taking this into consideration, pertinent implications in the officers’ development process could become possible.

The complexity and interdependencies of those infrastructures impose protection measures both at national and international level.
2. CORRELATION BETWEEN INHABITED AREAS’ SECURITY AND INTELLIGENCE

The historic landmarks within hostilities and the force using issue within inhabited areas have created concerns for the intervention means of the armed forces in the present battlefield. These aim at the urban crowd cases.
Faced with the general protest, there is a special need for new situations. The maintenance military interventions major issue is to solve the equation between the operation success and the forces and the civilian population’s protection, (including the goods).
3. SCUTUL ANTIRACHETA, FACTOR DE INSTABILITATE IN EUROPA

Antimissile shield is a defense system able to destroy ballistic missile in flight, in the extra atmospheric space, by means of interception of projectiles launched from the ground. The United States says that the shield is needed to protect them against attacks from some countries that violate international law, such as Iran or North Korea. Russia believes that the location of a U.S. antimissile shield in Europe will transform the continent into a “powder barrel”, and considers harmful and dangerous equipping them with new weapons because creates new risks that are not necessary for the entire system of international relations and European.
4. TRANSFORMAREA STRUCTURILOR POLITICO-MILITARE ALE NATO

NATO has suffered a complex transformation process, determined by risks it had to face, and which determined a structure modification in members, organization structure and future generated response. We also have to consider ways through which allied military forces and command structures are being adapted to new circumstances, like implementation of Combined Joint Task Forces-CJTF, reducing the five regional operational command centres to just three Joint Allied Command Centres and the 13 subordinated operational command centres to just 6.
Today, NATO faces not one, but three transformation agendas: the Prague Agenda initiated by former Secretary General Lord Robertson and focused on changes in capabilities, missions and structures; the Norfolk Agenda initiated by current Secretary General Jaap de Hoop Scheffer, aimed at promoting change in defence planning, force generation and common funding; and the Munich Agenda initiated by German Chancellor Gerhard Schröder and concerned with enhancing NATO’s role as a forum for transatlantic strategic consultation.
5. CRESTEREA ECONOMICA, PREMISA A DEZVOLTARII

Economic growth and development are very well related due to the fact that the first one represents the solid base for the second. After the World War Second, liberal democracies made economic development a strategic policy, considering it a tool in their fight for world supremacy. Unfortunetally they didn’t take into account that economic development, like every other social process, could lead not only to gains, but also to some greater costs.

If we take into account the differences from the analysis horizons, we, the decision makers may be aware of the traps the ideological positions may bring along and we may also find the right means to avoid them.

Developing an entire knowledge based society influences both the part, financial industry plays on the economy, and the services traditional financial institutions offer (commercial banks, stock exchanges) by being subjected to major changes.
Using de given context one may say that another financial intermediate – the risk capital fund – encounters a continuous development, being directly correlated with the proliferation of a new economic system. By developing and using at large scale the so called risk capital funds, the traditional financing sources will not vanish thus they will fill in one another.
The maturity degree of the risk capital industry (both from national aspects and international ones) represents the equivalent for the financial industry of knowledge based development society.
3. LEASING FINANCING COSTS

The investment project financing is accomplished not only from the own sources, but also out of capital borrowed sources.
As for leasing financing system, the reports between the leasing society (lender) and the user are based on the leasing contract.
Any leasing contract must be assessed not only by the lender (leasing society) but also by the user. The lender must establish whether the leasing is less expensive than the buying or the financing of the purchasing or than the bank credit.
The firm decision to purchase an equipment is base don the capital allocating methods. If the leasing cost itself is less than the debts, then, any decision to allocate the capital must be reassessed and taken into account the most advantageous variant.

Any human being is in advantage if he succeeds in adopting an analytical attitude towards his social existence and if he learns how to use the theoretical marks in order to identify the relevant aspects in his life.
Whenever people count on the specialized opinions and do not interfere in processing them, they tend to become addicted and vulnerable.
Nevertheless, it is advisable to develop a minimum analytical ability meant to provide the necessary means in appreciating and assessing the services and values of those willing to form leaders.

In this paper I will present the characteristics of the function of logistic specific to an economic agent, using as an example a Romanian land forces example, an institute regarded as an economic agent who accomplishes a service – national security and defense.
6. RISCURI CONTEMPORANE IN VIZIUNEA NATO SI UE

Today’s security challenges include a plethora of complex and evolving dangers, including international terrorism, the proliferation of weapons of mass destruction (WMDs), failed states, stalemated but unremitting conflicts, organised crime, cyber-threats, energy shortages, environmental degradation and its associated security risks, natural and man-made disasters, pandemics and many others. Facing these threats effectively will require wide-ranging partnership and strong synergy between NATO and the European Union (EU).
The North Atlantic Council and the Political Security Committee of the EU should already be meeting frequently to map out a common strategy and to ensure that they have liaison arrangements on the ground. Indeed, this bottom-up approach to cooperation, driven by immediate operational requirements, might help foster a closer working relationship between NATO and the EU when it comes to other issues as well.
The question for NATO is whether it can reinterpret Article 5 to guarantee Alliance solidarity and an organized collective response to these new threats, or whether those responses will be essentially left to bilateral arrangements between the United States and individual Allies or, alternatively, to arrangements among the various members of the European Union.

11. COMMUNICATION OBSTACLES. EFFICIENT COMMUNICATION DEVELOPMENTS

The aim of the present study is to indicate the barriers that can be identified at a closer analysis of the communicational process.
Such a study implies an inventory of some of the components of the communicational process, the relations between them, the effects and tendencies of evolution in the field as well as the restrictive areas and the proceedings towards an efficient communication. Considering the necessity of putting down some of the myths of the communicational process we observe the existence of certain areas of research and action that should be analyzed in the direction of the identification and the surpassing of the different barriers.
The process of communication should be considered in dynamic balance with the elements that determine the efficiency of communication. Therefore, by defeating the barriers or by using them in our advantage we take important steps towards an efficient communication.
12. FIRM LOGISTIC MANAGEMENT: INTEGRATING FUNCTION AND COMPETITIVELY FACTOR

In the condition of market globalization the increasing of the competition gets new dimensions: a larger degree of specializing and adapting the enterprises to the creating of new requirements imposed by the technical progress. In order to register a dynamic enterprise the initial and continuous professional offer and demand must satisfy these needs. The member states and EU community must do its best to develop a coordinated strategy in order to fill in the labour force and especially to promote a new labour force which was previously habilitated, trained and adapted to the economic change requirements.

When learning English words, it is useful to also learn the words they often occur with. This combination of words that work together is known under the name of collocation. Learning collocations is an important part of acquiring the vocabulary of a language. A collocation refers to clusters of words that often go together throughout written and spoken English and form a common expression. An understanding of collocation is vital for all learners, and especially for those on advanced level courses. We will try to take a closer look at the typology of collocations, at their relation to good speaking and writing and at the task of the students to learn and master them. The more often a student sees or hears an expression, the more likely it is to become a part of their active language repertoire.
3. JULES VERNE’S JOURNEY TO THE CENTRE OF … ROMANIA

Jules Verne was one of the most popular authors of his generation, a 19th century man with a 21st century imagination. In his “Extraordinary Voyages”, which took the writer forty years of his life, he took readers to places of which they had not even dreamt. All his novels presented a revolutionary view of science that foresaw modern advancements, and inspired numerous inventors, explorers and astronauts. Our study focuses on those novels in which Jules Verne evokes Romania, and on the controversy these novels caused among Verne’s Romanian exegets.

In the last decades, educational researce, argue the necessity of passing trought a transmisive, based os what the studens have to know, to formative teaching, based on what the students have to do and have to be. Because the contemporary socio-professional environment is changing permanently, the profound meaning of the high education is the students’ personal development. For this purpose, the “progress partofolio” becomes an excellent instrument used in the prfessional training, helping the studens’ transformation and evoluting. Using the progress partofolio, the students can monitorize their own learning progress and they can auto-organize their learning activity.

Das vorliegende Vorgehen zeichnet sich im Bereich der neuesten Beschäftigungen der militärischen Psychologen ein, die öfter und öfter in Richtung des pathologischen Verhaltens der Subjekte geleitet werden, die mit Grenzsituationen konfrontiert werden: Kalamitäten, Katastrophen, militärische Konflikte usw.
In diesem Kontext stellt die Identifikation der persönlichen Charakteristiken, die die Widerstandsfähigkeit an Stressauswirkungen steigert oder im Gegenteil zur Verletzbarkeit, zu gesundheitlichen Problemen führen, den Hauptvorrang der Untersuchungen im Bereich des beruflichen Stresses dar.
6. DEVELOPING STUDENTS’ SPEAKING AND WRITING ABILITIES IN THE FOREIGN LANGUAGE CLASS

Whatever the approach we use in teaching a foreign language, the most important thing is not to confine ourselves to passively exploiting the audio-video materials, but to integrate them into the various activities that develop the students’ speaking, reading and writing abilities.
The integration of the audio-visual materials in the foreign language class can be achieved on the basis of a large range of didactic activities, out of which we suggest quite a few.

From Bucovina as far as the German region, from south-east Transylvania to north-west Hungary, Erwin Wittstock places the subjects and characters of his stories and short stories particularly in his days, but also in times gone by.
Deeply anchored into Transylvanian reality, Wittstock approaches in his literary works, under different aspects, major problems man has been confronted with in his evolution. Starting with inward feelings up to violent outbursts, from the status of a privileged nation to striving for preserving their customs and traditions, the Transylvanian Saxons' community is ubiquitous in his literary works.
From subtle humour to sloppy comedy, from the ordinary people's simple unfulfillment to the drama of an entire community, Wittstock's literary creation presents us the human being’s effort to surpass his own destiny. Everything revolves round an uprooted community at the beginning of the Middle Age, that succeeded in time to fulfill its destiny in the Transylvanian region.
8. TEHNICI SI INSTRUMENTE UTILIZATE IN STUDIUL IDENTITATII

This paper presents the main methods, techniques and instruments, used in identifying studies: interviews, self-report scales (EIPQ, EOM-EIS, ISI3, IDS, FIS, etc.). These techniques and instruments are the final results of the operationalization of identity concept, developed by researchers, in their attempt to clarify this rather diffuse and controversial subject.
9. CONSIDERATII PRIVIND EFECTELE EXPROPRIERII PENTRU CAUZA DE UTILITATE PUBLICA

Due to its extremely restrictive nature, the expropriation is the strongest prejudice than can affect the right to private property, being an exception from its infrangible character.
The regulation of expropriation by Law No. 33/1994 regarding expropriation for public utility cause ensures both legal framework adequate for procedures of expropriation and establishing of indemnifications, as well as defense of right to private property, by evidencing the main juridical effects that expropriation can have.
10. ASPECTE ALE APLICARII INTERDISCIPLINARITATII IN PREDAREA-INVATAREA LIMBII ENGLEZE

Interdisciplinarity represents nowadays one of the most complex theoretical and practical issues, highly important not only for the development of science, but also for a new pedagogy of unity. The paper aims at generally analyzing interdisciplinarity as an imperative condition for accomplishing a modern academic system of education, and particularly at using the interdisciplinarity in studying the English language. The pedagogic concept of interdisciplinarity shows clearly its necessity and action in the teaching-learning process of the English language by revealing its theoretical and methodological connection with other academic fields which facilitates the application of the linguistic knowledge in various areas. We are trying, by means of a few possible didactic solutions, to demonstrate that the military system and the teachers alike are able to show an availability in opening the formal area of education towards other concentric (non)/(in)formal fields, towards the contents that are or may be assimilated by students outside the military environment and the formal dialogue in the classroom.
11. MEDICALLY ASSISTED HUMAN REPRODUCTION – PROGRESS OR REGRESS?

At present, there have appeared a series of techniques and practices of medically assisted human reproduction, which raise great ethical and juridical problems, a fact, which imposed several states to adopt new laws or to modify the existing ones. The general tendency is to restrict the techniques, which suppressed the genetic maternity and the mater sempre certa est principle. Nevertheless, there is a tendency and pressure at an international level for the liberalization of the phenomenon, which could lead humankind to a real moral and biological regress.

Alice Walker, a contemporary black author, claims that all her characters in the volume of poetry entitled Revolutionary Petunias are shouting, “Stop! I want to get that petunia!” and that because of this they have to suffer: “They are told that they do not belong, that they are not wanted, and their art is not needed, that nobody who is ‘correct’ could love what they love. Their answer is resistance without much commentary; just a steady knowing that they stand at a point where – with one slip of the character – they might be lost, and the bloom they are after wither in the winter of self-contempt”.

1. APLICATII ALE MECANICII EULERIENE IN DOMENIUL BALISTICII.

The paper describes, in the first section, the impact of the famous Leonhard Euler’s studies Treatise on the Construction and Maneuver of Vessels and Commentary on the Principles of Artillery of Benjamin Robins upon the development of the ballistics and aerodynamics fields in the Mechanical Engineering, along with its contribution to the ballistic development, by means of the equations mass centre motion, air projectile path general theory, the safety curve for the aerial firing, Euler’s angles, the differential equations of the projectile compared to the mobile axes system.
The second part of the paper presents a Mathematical model for the propagation of the elastic-plastic waves within solid bodies.

The paper presents the possibility to appy the adjoint transformation method for the scheme achievement of the current-mode Stephensen active network, using the voltage-mode scheme. Both circuits have the same transfer function. Thus, in this context, we analyse the circuit parameters and the response curves’ results.
3. ELECTRICAL EQUIPMENTS. PROVISIONARY ESTIMATION OF THE ELASTIC SYSTEMS TAKING INTO ACCOUNT THE RELIABLE INDICES

There is a tendency for minimizing in the electrical equipments industry. Due to this phenomenon, electrical stress is increasing, so that some faults may appear. Fault process modeling needs complete information. In order to change a determinist design to a operational one, which will take into account the reliability, one needs to know each parameter variation. In this paper, we make a forecast estimation of the helicoidally conical springs features, by the reliability indicators and by the performance degradation coefficient of the “b”, spring metal that is experimentally measured using some original stands.
4. MEASURING FREQUENCY HOPPING SIGNALS WITH THE OPTIMUM SETTINGS FOR SPECTRUM ANALYZER

Frequency hopping signals impose special conditions on the testing equipment due to its short dwell time. A spectrum analyzer (SA) can be used to measure frequency hopping signals when the sweep time (SWT) is short enough to capture one hop. The sweep time can be reduced when the spectrum analyzer is used in the SPAN 0 mode. This paper presents the optimum settings for SA in order to measure frequency hopping signals. The relationship between the parameters of the SA and the measuring errors are derived. MATLAB simulations and measurements were used to estimate the errors.

The Web syndication – meaning Really Simple Syndication (RSS ) – is a very important technology that specialists and educators would be well advised to harness. RSS and RSS feeds are relatively new to Internet users, being the most important technology to arrive on the Internet since blogging. Because this technology provides a method of getting relevant and up to date information sent to us and for us to read in our own time, it saves a lot of time and helps getting the information we want quickly, after it was published. The content comes to us instead of going to get it! This article discusses some RSS directions and ideas for teachers and instructors, in order to get the benefits of using RSS in educational process.

Electromagnetic environment becomes day by day more congested. Radio communication systems in the short range became part of everyday life, and the need to assess the pollution level, due to them, is a demand if we think of human health protection. The present paper aims at measuring the exposure level, due to wireless local area networks (WLAN), indoor. By using a frequency-selective measurement system and identifying the right settings for an error-free assessment, we analyze the electric field level, due to emissions in a single communication channel. We analyze the influence the network configuration parameters have on the issued field level. Distance from the source and traffic rate are also important parameters that affect the exposure level. Our measurements indicate that in the immediate vicinity of the WLAN stations the average field may reach as much as 13% from the present accepted reference levels.

The paper presents some aspects regarding the use of DAC’s and RAM’s in different methods, in order to improve the performance, by better acquisition parameters, in indirect frequency synthesis. Solutions for coarse and fine tuning are also presented, with capabilities for learning sequence, controlled by a specific logic. This category of circuits change the phase-detector output to a more appropriate value, for acquisition and to correct the component drift as well as the component inaccuracies.

This study aims at examining the process of obtaining volatile oils through microwave hydro-distillation under vacuum. Using the classic hydro-distillation technique as a starting point, the authors have designed their own installation, activated with the help of microwaves. They have obtained such volatile oils superior to those obtained by means of the classic technique.

The experiment which we analyze was realized in a programmed investigation, trying to improve the promoted strategy for the military career.The ANOVA experiment shows the quality of a source of information regarding the teenager’s options for different professions. Besides the fact that these pieces of information weren’t enough, they allowed the sources and strategies arrangement.
One of the series of strategies besides its efficiency, it isn’t efficient due to the high prices and the difficulties of practical use.

The new training modernizing concept within Land Forces issued by the force category aims, on a short time scale at identifying the discipline that may fit the training profile within the E-learning system, on different activity fields. The next step in implementing this concept is to settle the technical support in order to implement the E-learning, the data base creating necessary to issue the guidance on the system using and on its implementing. The paper aims at identifying, first of all, the training discipline within general military training for the “Nicolae Balcescu” Land Forces Academy students who may fit the training profile in terms of e-learning.

The Bologna reforms create a new range of transition and exit points for higher education. The ensuring complexity of options for further study or employment, combined with the student mobility’s encouraging requires the provision of high quality professional staff guidance for students and appropriate staff development for academic and other university staff. In this context, higher education institutions and governments should promote a coherent cross-departmental strategic approach, to allow institutions to integrate the international dimension and particularly student’s mobility into institutional policy and curriculum planning. Embedding skills in the curriculum is a key element of the Bologna reforms, with an emphasis on sharing good practice across Europe. Recognising the wide diversity of national systems, regional priorities and circumstances together with institutional missions, the widest range of method and approaches is to be encouraged. The importance of effective links with employers cannot be over-stated, but the methods adopted must be appropriate to the context of the course of study, the institutions, the geographical regions and national policies.

The labor group should be regarded as a base unit for organisational structures, a micro-society which is created, grown up, developed and vanished. Probably the most important role assumed by these groups is the fact that these introduce the humanity, the heat of soul and the opportunity of expressing of the individuals within the work place. In order to form a labor group it is not enough to bring a certain number of people to one place because in the lack of interaction, of assuming some roles or establishing of a mutual objective there can not be a labor group. The individuals present in a railway station at one moment in time do not represent a group. One of the reasons is the fact that they do not have a common objective and there is no relationship among them. Only when these important elements are accomplished, can we talk about the creation of a group and about an architecture of labor groups.

The modern technology epoch implies the information field restating within different conflict stages. Information becames an intelligent weapon meant to prevent the risks and vulnerabillities against force. The Romanian military Forces’ participating in the international actions, meant to impose the peace and to maintain it, along with the fulfilling of the operation theater tasks, impose the students and the instructors, from the very beginning, the model for the training projection, operation notions and specific terminology that bring about the skills’ building up process as a fighter and as a specialist in a military branch or specialization.

For accomplishing any physical act, a quantity of muscular and nervous energy is required. When this energy consume is great, due to the effort made, tiredness appears. Recovering after physical effort is realized through rest. The phenomena of effort, rest, tiredness and recovery are physiologicalorganic and are associated with physical activity. When one of these elements is missing, the activity cannot take place with high results.

It is essential to know and apply the methods to recove the capacity for physical effort of the military students after the effort they take during the classes of military physical education, in order to maintain their optimum physical shape, which is necessary to the attainment of the objectives imposed by the schedule for the classes of military physical education. The recovering of the capacity for the physical effort involves a multitude of both specific and associated measures and it is the attribute of both the sport instructor, who is a source of information and supervision and of each military student individually, who must consciously take the responsibility of their own physical recovery.

Educators and psychologists are becoming increasingly aware that the self-concept of students is closely connected to how they learn and behave. Research evidence indicates that lack of academic involvement, misdirected motivation, and low performance in academic subjects characteristic of underachievers, failures, dropouts, and the culturally disadvantaged may be due in part to negative self-concepts. These students have difficulty in the classroom because they do not believe they can do academic work. When students say, “I’ll never pass this test I just know it”, they are reflecting how they feel about themselves. With this attitude, chances are increased they will not do well on the test. Thus, performance depends not only on how intelligent they are, but also on how intelligent they think they are.

According to the stipulated instruction objectives’ level, the E-learning system can substitute the classical training process or it can be complementary to it for the students of the direct way and compulsory for those who attend the indirect one. E-learning implementation in the military students’ training process will significantly contribute at their training for when they will be the promoters of E-learning system modernization and progress with the purpose of training leveled at the departments that will consume them in the near future, as officers.

Within learning activities, supervisors save ‘feedback’ until performance review time. During the review, teacher says something to make a link between present and past time, but we always have to remember that feedback provides a growth opportunity. In order to increase the opportunity to register a proper feedback, we must give it in time, when it is most useful, and thus, it can issue and provide feedback at a time when the other person is most able to act on the information you are providing.

Therefore, this has implied and still implies the issuing, the adopting and the implementing of the proper strategies, in terms of the Army’s human resources. St. Munteanu admits that Romanian language as well as English language stylistics’ studying object is the language itself, but he also mentions that it is about the artistic language, about the language of literature, thus speaking about a literary stylistics. The creator of the literary stylistics is no one else but Vossler. H.A. Hatzfeld, while in the Romanian stylistics, we talk about St. Munteanu as the father of stylistics.

Time is one of the basic categories of human experience. Doubts have been cast as to the validity of considering time a constituent of the physical world, but individuals and societies continue to experience time and to regulate their lives by it. Some of our inherited notions of time are derived from natural processes: day and night, a solar year with its four seasons (but not in the arctic zone) etc. A person shut off from all perception of the outside world would still, presumably, continue to experience the succession of his thoughts and feelings. How can the experience of time be represented in a narrative text? What discrepancies are there between story - time and text – time? These are just some of the issues approached in the present paper which relies heavily on Gerard Genette’s discussion of the discrepancies between story-time and text-time.
